Εξετάζονται οι δυνατότητες διαχείρισης των υδατικών πόρων της λίμνης Πλαστήρα, ενός τεχνητού ταμιευτήρα στην Κεντρική Ελλάδα. Η λίμνη και το γύρω τοπίο υποβαθμίζονται αισθητικά όταν πέφτει η στάθμη του νερού, και η απαίτηση διατήρησης υψηλής ποιότητας του τοπίου αποτελεί μια από τις αντικρουόμενες χρήσεις νερού, με τις άλλες να είναι η άρδευση, η ύδρευση και η υδροηλεκτρική παραγωγή. Η εν λόγω περιβαλλοντική χρήση και, σε μικρότερο βαθμό, η απαίτηση για επαρκή ποιότητα νερού, έχουν ως αποτέλεσμα τον περιορισμό της ετήσιας απόληψης. Έτσι, η επιτρεπόμενη διακύμανση της στάθμης του ταμιευτήρα δεν ορίζεται από τα φυσικά και τεχνικά χαρακτηριστικά του ταμιευτήρα, αλλά από μια πολυκριτηριακή απόφαση, με τα τρία κριτήρια να είναι η μεγιστοποίηση της απόληψης νερού, η εξασφάλιση επαρκούς ποιότητας και η διατήρηση υψηλής ποιότητας του φυσικού τοπίου. Κάθε ένα από τα τρία κριτήρια αναλύεται χωριστά. Στη συνέχεια, τα αποτελέσματα συγκεντρώνονται σε έναν πολυκριτηριακό πίνακα, που βοηθά στην κατανόηση των επιπτώσεων των εναλλακτικών αποφάσεων. Επισκοπούνται διάφορες μέθοδοι επίλυσης συγκρούσεων, συγκεκριμένα η θέληση για πληρωμή, οι ηδονικές τιμές και η πολυκριτηριακή ανάλυση. Οι εν λόγω μέθοδοι προσπαθούν να ποσοτικοποιήσουν μη ποσοτικά μεγέθη ποιότητας, και το συμπέρασμα είναι ότι δεν παρέχουν απαραίτητα κάποιο πλεονέκτημα σε σχέση με το να λαμβάνονται αποφάσεις με βάση τη λογική.
